With reference to my telegram of the 15th

March and previous correspondence on the subject of the transfer of Militery Lands to the Colonial Govemment,

I have the honour to inform you that the matter was brought before the Legislative Council on the 7th February in the form of a resolution in the following terms:-

"Resolved that this Council approves the acceptence of the award of Sir John Hubert Oakley dated the second day of November, 1923, in respect

of certain lands situated in the Colony of Hongkong

now vested in the Army Council, as set out in Sessional Paper No.1 of 1924, and recommends that steps be taken to give effect to it as soon as

possible."

The opening of the debate was fixed for the 7th February in order that Mr. Fletcher, who was acting as Colonial Secretary during my absence in the Philippine Islands might make a full statement of the osse. He had conducted all the negotiations during the absence of the Colonial Secretary last year and had had the advantage of meeting Sir John Oakley and discussing the various aspects

of the question with him.

It had been the intention that the debate should be resumed on February 14th by which time I had
